Abstract:   (3 Views)
Wind energy, as a clean and renewable resource, plays a pivotal role in diversifying the electricity generation portfolio and mitigating dependency on fossil fuels. This study aims to evaluate the techno-economic feasibility of establishing a 20 MW wind power plant in the Lutak region, Hamoun County, Sistan and Baluchestan Province, Iran. The regional wind resource potential was evaluated using anemometric ground-station data, and the micro-siting layout of eight 2.5 MW MAPNA Type-2 wind turbines—optimized with appropriate inter-turbine spacing to minimize wake losses—was designed using Wind PRO software. Energy yield and financial viability metrics were subsequently analyzed using HOMER Pro alongside the Discounted Cash Flow (DCF) methodology. The micro-siting and simulation results indicate a wind power density of 619 W/m2 at a hub height of 85m, yielding a capacity factor of 42.39%, an Annual Energy Production (AEP) of 74.37 GWh, and a Levelized Cost of Energy (LCOE) of 0.020 $/kWh. Under baseline assumptions—comprising a Capital Expenditure (CAPEX) of 20$ Million, a 20-year project lifetime, a 15% discount rate, an annual escalation rate of 18.4% for revenues and Operational Expenditures (OPEX), and a salvage value of 2$ Million —the project yields a positive Net Present Value (NPV) of 3.87$ Million and a Discounted Payback Period (DPBP) of approximately 18 years. Consequently, the proposed project is economically viable under baseline conditions; however, long-term economic sustainability remains highly contingent upon index-linked power purchase agreements (PPAs), rigorous operational cost containment, foreign exchange risk hedging, and proactive preventive maintenance strategies.
